I also suspect it might be illegal, but no one can research it unless they know about it, and I am not qualified to research legality since so many things are illegal, more all the time.
There's a book in circulation revealing how average citizens commit an average of 3 felonies a day without realizing. Perhaps writing such a book was illegal.

As a journalist and operator of a news radio station the information about the conversion of SDR to a Stingray device is a significant news story. Let's call it that and not say we are "promoting" anything.
Reading deeper into this next link from the article we find that it's law enforcement and the government who've ostensibly been engaged in secretive criminal activity to spy on civilians, in collusion with Harris Corporation, itself a manufacturer of radio transmitters. This should be of interest to everyone and even this forum site is not such a pre-school operation that it should conceal information we have a right to know.
I do not agree that posting the first link was not promoting the activity since it gives details on how to do so.

There is a distinction between reporting that illegal activity occurs and providing instructions on how to do so.
