A few months ago Someone here mentioned a decision that the FCC was going to make about increasing the legal power. Has anyone heard anything else about it?

Sorry. That’s the last thing the FCC is considering especially with the BPL thing going on. There is a petition to the FCC about doing what you mentioned, but there is no NPRM to that effect.
