Trying to use formalized descriptions for an informal activity is kind of clumsy and inaccurate, in my view.
Hobby, not hobby, that kind of categorization comes from our tax culture which determines how much of our property will be picked from out pockets.
KDX Worldround Radio is noncommercial not because of being a hobby, even though it is a hobby, but because many of our programs are made available exclusively for non-commercial educational stations, and at the very least I must keep any commercial content from touching up against the noncommercial programs.
It would seem to me that time blocks not occupied by the noncommercial programs could indeed contain commercials, but additional administrative responsibility comes with the scheduling and bookkeeping that accompany commercials.
Informality quickly becomes formalized when more record keeping is necessary.
