The Ramsey TV transmitter is still available, it broadcasts on channels 2 through 6. It sells for $38 for the kit and for $20 more, there is a assembled and tested version.
Side Note, iI guess it would be safe to assume that those Chinese 6 watt FM transmitters that sell on E-Bay are not FCC approved.
