There are a number of reasons why you might not be able to find certain information online for a given FCC ID. The most common reason is that the application was processed so long ago that it was granted before the FCC begain putting files online. I think this has only been the case since they started the TCB program. For these older applications, you will probably only find the grant and possibly the 731 form on the OET Equipment Authorization web site.
The other reason why you might not be able to get certain files is that the manufacturer may have requested confidentiality for those files. Generally, manufacturers can request confidentiality for schematics, parts lists, ciircuit descriptions, and the like. They usually cannot request confidentiality for things like user guides, external and internal photographs, and test reports. So if you wanted the test report and it is not available online, you should be able to obtain a copy of it from the Commission’s document service. There will be a fee for this (not insignificant, by the way).
