I would think that any antenna moving in the wind would produce signal disturbances owing to capacitive and other changes, and that a solid copper antenna that did not flap around would produce the most stable signal.
The wind resistance of a CB whip is negligable. When you see one bent over it is generally on a vehicle doing 60 MPH. 🙂
