Oh.. and after checking I got back to him:

Yes Paul, the only difference between those models is stereo and the the other mono. So yes, it is the Part 15 transmitter as the FCC identifier link I provided.

OK, here's the scoop on the Decade.

The Part 15 FCC ID number is  MCHMS-100.

There are different BETs and RSS123 numbers in Canada.

The MS-100M, 100S, etc. are the various model numbers for the transmitter.  One is mono, the other stereo.  The ID's apply to all models.

There is a model that has a UHF connector in place of the fixed telescopic antenna.  This is obviously not certified for Part 15 use in the U.S., and is only certified for RSS-123 use in Canada.

I dont think he was asking about the UHF one. What he asked me as shown above was:

That's good that Paul included Michel in the thread. That way, any misunderstandings can be cleared up directly.

That's great that you contacted him about the article. Quite frankly, I'm surprised that Michel didn't try to correct the misunderstandings with him when it first came out, and have a correction published. Perhaps he did? Either way, it would be good if RW were to publish a correction to the article. It's a shame for Decade that BSW are no longer carrying their product.

I'm still boggled about that citation. Sheesh, perhaps I should have worked for the FCC. I feel as if I know more about Part 15 than some of their folk do 🤣

Thank's, but it kind of blindsided me when he asked about the other two models. I had contacted them impulsively and hadn't really thought it through, so it threw me off over the 3 models.

And of course you know more about Part 15 AM than most FCC officials do. It's not exactly something they might ever have come across. But I'm sure they know Part 15 in general, and quite well, but about 15.219?? Unlikely. I know it's about FM, bbutyou get my point

I'm puzzled over the Canadian certifications as shown at https://sms-sgs.ic.gc.ca/equipmentSearch/searchRadioEquipments?execution=e2s5

It shows Canadas original certification in 1997 (same year as FCC), but it also shows a Canadian certification in 2008. Why to different years of certification? 

Identical certification numbers for the mono and stereo versions both dated 1997-11-17 and  2008-01-24

My guess is this but without asking Michel this isn't 100% accurate.

Any changes to an original design needs a recertification. The Decade went from a plastic case and RCA jacks for the audio on the front to a metal case with 1/4 TRS for the audio on the back. It may have been 2008 that those changes were done. The numbers may have been able to stay the same as just an adjustment to the original certification.

Well, he added a link to the Decades FCC certification at the end of the article. I guess it's something, but to me the article still gives the impression of a question of its legality.

The citation states "..The Spectrum Enforcement Division received a referral indicating that the Rolls HR70 FM.. operated outside of the FM frequency band.."

I wonder who referred them and why, and then how it is the Decade managed to get dragged into the issue as well. Indications are while the FCC was looking into the issue of the Rolls, they asked BSW if they sold any other FM transmitters - and it that's what caused the Decades to get sucked into the mess..

The primary issue with the Decade was only about their user manual and a missing sticker. That was the only legal issue involved.

1. This CITATION AND ORDER notifies Broadcast Supply Worldwide, Inc. (BSW or Company) that it unlawfully marketed.. ..(ii) three additional radio frequency devices that lacked the appropriate labeling and user manual disclosures. Specifically, BSW marketed the..  Decade MS-100, MS-100M, and MS-100S in violation of section
302(b) of the Communications Act of 1934, as amended (Act) and sections 2.803, 2.925, 15.19, 15.21, 15.201, 15.203, and 15.239 of the Commission’s rules.2

We therefore direct.. ..BSW  must take immediate steps to ensure that any and all radio frequency equipment in its inventory that is marketed to U.S...

8. BSW admitted it also marketed three additional models of FM Transmitters (Decade MS-100, Decade MS-100M, and Decade MS-100S) (the Decade models) which lacked the appropriate labeling and user manual disclosures.[21]
The photos of the labels for the Decade models submitted with
BSW’s April 2021 Response did not display labels compliant with sections 2.925 and 15.19 of the Commission’s rules; there is no label with an FCC identifier and a statement about operation required by the rules.[22] The user manual for the Decade models do not include the language required by section 15.21 of the Commission’s rules.
BSW stated that it does not have a copy of the user manual, and that the user manual is available from the manufacturer’s website.[23]
The user manual displayed on the manufacturer’s website does not include the language required by section 15.21 of the Commission’s rules.[24] After receipt of the LOI, BSW ceased marketing the Decade models.[25]

14. BSW also marketed the Decade models that and lacked the appropriate labeling and user manual disclosures. The photos of the labels submitted with BSW’s April 2021 Response do not display labels compliant with sections 2.925 and 15.19 of the Commission’s rules.[44] The user manual does not include the language required by section 15.21 of the Commission’s rules. BSW is therefore in violation of section 302(b) of the Act and sections 302(b) of the Act and sections 2.803(b), 2.925, 15.19, and 15.21 of the Commission’s rules.[45]

It sounds as if Decade shipped out some transmitters that didn't have labels. That doesn't seem entirely outside the bounds of possibility. When HB reviewed the MS-100, they were initially shipped a unit that had it's power adjusted for the Canadian market, and not the US one. There is also the fact that they produced units with top covers that had a hole in, to enable easy access to the power adjustment pot for a specific client. All these point to maybe not the very strictest attention paid to doing everything they can to ensure their units are compliant with regulations.

It does seem to be a quality transmitter. I'm not trying to be overly critical; just wanting to be transparent and accurate in my observations.

@rugster Not shipped with labels? Possible but not likely. I think it means the statement that this must accept any interference may have been left out.
That statement I admit about not causing interference and accepting interference is not on the bottom label but it is in the manual on the front page. Decade doesn't ship new units with manuals anymore.
This nonsense that is hurtful to Decade is not deserved although I admit the ones that have holes for RF access was a mistake on Decade's part and all of them for the next year will have the holes in new ones till he runs out of them.
Even though he said to me don't worry about it I very neatly to protect myself sealed the hole from inside with epoxy and from outside you never would know it was there. But all this with BSW(Broadcast Supply Warehouse) that is undeservingly damaging to Decade's business goes on while the Chinese ones that are illegal and carry bogus certifications continue to be sold on Ebay, Amazon, and have no FCC statement at all and not a peep from the FCC. The problem as I see it, goes something like this. The FCC, responding to a complaint that the Rolls transmitter sold by BSW operated way out of bands, investigated and found that it indeed was illegal to operate in the US. So BSW pulls them off the shelves. But the spotlight is shining while they were at it, and the FCC notices BSW sells another Part 15 FM transmitter too, the Decade.

The FCC checks it out and the Decade proves to be compliant but they forgot to add a line of text on the sticker and in its manual. So BSW pulls the Decade of the shelves too.

The Radio World article makes it sound like BSW got busted for selling two illegal part 15 transmitters. It makes it sound like the Decade is an illegal transmitter.

Without more information, which we will most likely never be privvy to, it's hard, if not impossible, to tell exactly how the events with BSW unfolded. @mark, I agree that shipping them without labels sounds unlikely. I also agree that the far, far bigger issue is the easy availability of illegal FM transmitters on eBay and Amazon. If the FCC can issue a citation to BSW for selling an illegal transmitter (the Rolls model), why can't they do the same to eBay and Amazon? I mean, if you genuinely want to stop the sale of illegal transmitters, why not make it a priority to go after the big sellers first?
