your new here @macdev. i have been here long before the inception of this site back when were all on CRUSA. this topic is that old and i was trying to be funny.
The Government cannot give something without taking something away. In order to "create" Citizens Band, they looted the 11 meter amateur radio band.
which was useless to begin with and still is useless for it's inteneded purpose.
they would have been better off sticking 40(low maybe 151.xxx)+40(hi like 157.xxx) channels in VHF and giving us FM with 5 watts there and allowed repeaters.
11 meters is not real useful unless you run vast amounts of power with large antenna's. it was barely useful as a ham band and useless for short range local communications most of the time. that was one of the largest buffonery on the part of the FCC.
Class A CB or GMRS was probably the single most best thing the FCC did in the interest of the public. it is what Class D, 11 meters was suppose to be and is a very nice service. $85.00 for five years gets you 50 watts in FM on 7 main channels with 7 more for repeater inputs and 5 watts on 6 more simnplex channels.
they made an attempt to fix CB with MURS but that has failed miserably and walmart has taken over MURS almost completely in every area.
I was able to shoot skip on CB radio with 4 watts into a very nice antenna. I would hardly ever use my linear amplifier. I think too many people believe that they need to run gobs of power to get out on 11 meters. That is simply not the case. I've had fun using the standard 4 watt output of a well-tuned CB radio into a very well matched antenna.
The rules for CB prohibit any type of broadcast programming, the intention being to keep the band reserved for 2-way personal communication.
Since the use of CB for 2-way talk has declined, as you've said, perhaps it's time to re-purpose the band and allow hobby broadcasters to transmit programming.
Could be somewhat of a solution to what part 15ers are looking for.

CB is still being used Today. The Wilson antennas and Cobra CB Radio's are still being sold. Skip shooting is being done. All examples of why Hobby Broadcasting won't happen on 11 meters (CB Radio).
Ya, TheLegacy, one day I had some kind of opening and CB was coming in from Arkansas and California.
Around here, and I live alongside a highway, I never hear anything local, but I only listen for a few seconds once in awhile.
Trek Zabota, a KDX talk-show host, uses the CB in his truck when he takes frequent highway trips.
Forget hobby broadcasting on the CB band.

Years ago I used to work on Citizen Band radios. Besides bringing dead CB radios back to life, I also used to modify them.
Those old UPD858, MB8719, 02A chassis, I used to change the chip programming on those for my customers so they could get the A channels and channels above 27.405 and well below 26.965. Unlocked the clarifiers on SSB radios for a full 10KHz slide.
I have a whole collection of Secret CB books, PLL data books and you name it I have it when it comes to CB radios.
I still have a colletion of SSB pre-drivers, driver and final RF transistors I bought from NEC and RF parts.
I still have a very large parts collection to repair old CB radios from Laffette Radio Corp and Radio Shack, Uniden and RCI.
I still own an RCI2950 that is fully operational.
I sold a whirlwind 800 watt mobile linear amplifier, a boomer 250 deluxe gold unit and a a 100 watt linear amplifier whose name I can't remember.
I owned and used an Uniden 2510 fully unlocked, a Realistic TRC490 40 channel SSB CB that goes down to 21.000MHz up to 28.125MHz.
I have tons of CB service manuals for Realistic CB radios, SAMS photofacts for various other 11 meter radios, Cobra radios, Ranger AR3300, Excalibur and Teaberry radios included.
I have tons of QSL cards from all over the world in my collection of QSL cards. My favorite frequency for DX was 27.425 lower side band, where most of the UK often hung out.
My antenna was, believe it or not, a Realistic Archer .64 Wave Ground Plain antenna, sometimes I used an Realistic Archer 3 element cross-bow beam on the flat side. Most of my contacts were from using that .64 wave GP Radio Shack sold.
I had a Dominator mobile antenna on my automobile using a Uniden 2510 radio with the chip unlocked for 11 meters and a Boomer 250 Deluxe Gold linear amplifier with a better set of RF transistors for better drive and I replaced the 1/4 watt resistors with better 1 watt resistors that never burned out with a long SSB transmission, sometimes giving your AD for QSL took longer than those 1/4 watt resistors could handle.
I had a lot of fun, but those days are long gone now, I no longer have a lot of those CB radios, although I still have a Ranger 2950 in my posession, it is no longer being used.
I really should sell off my collection of RF parts and service manuals, because, I no longer venture into CB related stuff any more.
I want to be a radio broadcaster, where my listeners are wanting music and other related entertainment.
