We all know there is no limits to program content or hours of operation but what about re-broadcasting foreign programming?
As I mentioned in another thread , Radio Cairo has allowed our station to carry their programming which we do but with caution. Some of the shows or segments are may contain content that would seem as if our station promotes one certain religion over another. The other evening, one such program was in english and was a sort of bible study for the koran.
I am not muslim and in light of what has been happening over seas if my station carries this sort of bible study we might be targeted as terrorists ourselves.
Although the program did not promote the barbaric acts we have seen of late in the news i felt it was a program that i should not air over American radio.
After seeing what has happened in France and listening to the news from Radio France International online because my shortwave radio was full of static on their frequency, i browsed the RFI website and listened to the english broadcast while i looked around on their website.
Down in the very bottom I saw the words "Become a partner radio " , fascinating
(yes i heard Spocks voice in my head too). They allow re-transmitting of their content over other stations around the world. But there are several guidelines to follow and I haven't made heads or tails of it all yet.
From what I have read so far, the guildlines aren't as easy to understand as say maybe WCPE-FM who also offers a blanket license for partner stations to receive their broadcasts via satellite (fta) or internet to be re-transmitted over Cable, Radio or Internet Radio. Sometimes with perks included.
My question is this:
Is there any reason a part 15 station would NOT be allowed to carry programming from a foreign station even with that stations permission to do so?

FCC Rule 15.215 (a) Unless otherwise stated, there are no restrictions as to the types of operation permitted under these sections.
Opinion - I expect that permission of the foreign broadcaster is necessary to re-transmit their programs.
In years past a station I worked for requested and received permission to re-air BBC News right from shortwave, in the time prior to BBC being carried by NPR stations.That permission was only for the news and did not include other BBC programs.
Hear in Canada rebroadcsting anything isn't allowed with unlicenced broadcasting....programming has to originate with you. You have a little more programming freedom in the USA it seems.

Before I wised up and took down the Jolly Roger for good, i was running a 3 watt FM on 97.9 Mhz and was given permission to carry some programming from a shortwave station that was relatively new.
Some of the programming was Alex Jones - Info Wars before he totally went off the deap end and was encouraging listeners to re-broadcast his show by whatever means we saw fit.
This was before high speed internet became available and all i had at the time was dial up, so with an 80 foot dipole 20 feet in the air wired to a Radio Shack DX390, i would get fantastic reception from that shortwave station.
Now the ionosphere being what it is, reception was sometimes not so great, it happens sometimes with changes in the weather, propagation and solar flares.
It was during those days of poor reception that I would pop a VHS tape into a Stereo VCR and let the music play for most of the day.
I heard the station owner give out a phone number for reception reports and general questions about the station. He gave me the green light to re-transmit his signal.

Years ago during a rather weird divorce, i had to appear in front of a judge to show i was paying my dues and i guess to be sure i was living on the bare minimun allowed to keep a man alive.
The judge was an attractive lady and everyone had warned me she was mean, using certain five letter words used to describe a female dog. These people must have entered her court with the intent to disrespect the court and judge, giving this woman a reason to be tough on whomever showed her disrespect.
I was raised to respect others, I showed the judge respect and was polite, i also had everything i needed to show to the court that i was doing my best to comply.
She was respectful and did not seem to be the person every one claimed she was.
Judges are people too, even attractive judges.
