I am looking to see if there are any requirements per Part 15 about a device operating at 7-9 Hz @ 4-5microwatts? Does this device need to be tested or labeled for operation?

Frequencies less than 9 kHz are not regulated. If you DID mean 7-9 MHz, that much radiated power would exceed the field strength limits, and the device would not be eligible to be certified by the FCC. It would not be permitted to be used in the USA.

7 - 9Hz is in brain wave frequency territory. Operating on frequencies so low would require a really long antenna to get very far, but as Ermi said, you can do it freely, because the FCC does not control any frequencies below 10kHz.
That also means you can use any power you want.
How will you receive it and what will you broadcast on it.

Think you're right kc8gpd. I just scanned a HAARP page and notice they run at 2.8 to 10mHz from their massive array of antennas, but there is some murky language about somehow generating ELF (Extra Low Frequency) signals by some trick they have.
