Could they be found in some back issue of popular Electronics or where Radio Shack used to sell the more powerful FM transmitters? Maybe some colleges that had low powered FM stations that went off campus just a bit might have some old literature when it was stated legal. Maybe we should look there.

I shouldn't have to elaborate, it's pretty clear.
What is pretty clear? That you simply are interested in the history of Part 15 rules that in no way apply to Part 15 radio in today's world?
I think we can all make a pretty long list of rules and laws that have changed over the past several decades, but other than using them to remember the good ol' days what purpose does it serve?
Even if you could find documentation that the rule may have been 50 uV/m at 30 meters past the line or whatever imagine what work was needed to meet that rule. Every campus would be of a different size, and precise measurment equipment would be necessary to insure compliance. EVen if the rule was in effect today few here are on a legitimate "campus" and fewer have a way to actually measure compliance. There would be no standard legal transmitter as the size of property would vary from installation to installation.
Historical interest, perhaps. Practical information? No.
We could maybe bring back mercury batteries and lead paint too. Both used to be legal. But I doubt the chance to go backwards is very likely.

like the current 221 it was measured at the closest boundary and was used as a sumpliment to carrier current or leaky cable fm.
my point was is the rules were a lot more progressive back then and when it is a toss up between big money and being in the interests of the public in crafting or updating rules big money and lobbyists always win!!!
oh yes, prior to the 89 rules change planes were not falling out of the sky, traffic control emergency services and other radio stations were not being interfered with!!!
With today's wireless technologies and the wide availability of relatively long range access points, it would probably be easier to build an intranet on a campus that is 100% Part 15 legal. You wouldn't have the issue of where to put the nodes either (i.e., getting permission).
Streaming to smartphones, computers and other devices would provide higher sound quality than FM broadcasting and probably reach more people.
And no matter what anyone says, streaming IS radio. It's just digital, not analogue.
If we are going to be useful in an FM Initiative we need to know where to point to for data that proves that NO interference would happen from a responsible setup. So this is why we need that data. Its very important as if I have proof I can work with a community to construct a reasonable petition to allow ¼ to ½ mile to most deacent Digital boom boxes. And since the Whole House FM Transmitter was tested at Full Power 310 mW and does reach the distance we have the exact field strength it takes for the quarter mile and for it to no longer be gray, illegal. This is why I was big into this initiative and I'm looking for that hard core in your face data to prove the point and nail it right the first time.
