The FM Noise problem described in the paper must be why at least three of my radios indicate "full power" on every frequency across the FM dial.

On one radio the S-meter stays at maximum even when tuned to a seemingly blank channel.

On another the green "signal" LED stays lit all the time.

And yet another has signal-strength bars which always show maximum across the whole FM dial.

I have previously believed this to be the sum-total of all the RF radiation from the millions of Watts from all the FM and TV stations combined which saturate the antenna. While that may be true, it is likely also caused by the ambient noise from other sources.

I maintain traffic signals for our city.  10 years ago the city decided to upgrade all traffic signals to LED.

Initially there were numerous failures due to a design problem with the switching mode power supply incorporated into each LED device.

The manufacturer paid a contractor to replace every LED device to have a redesigned power supply.  That took care of the failure they were experiencing.

However, you are correct in that some of these LED lamps cause quite a bit of unintentional radio frequency noise.  Each of the "ball" lamps have about 8, high output LED's.  The "arrow" and pedestrian indicators use a considerable larger number of LED within the device.  But, they all use a switching mode power supply within the device.

Perhaps, time permitting, I could try some ferite chokes on the power connection of the LED lamp to see if the noise is emitted directly from the power supply or radiated off the power leads.

In any case, another example of the apparent failure of the manufacturers to comply with Part 15 rules.
