i did that already and what i got here and can scan is a redacted (FCC Redacted much of the interesting material) version of those guidelines. i still have the documents and the folder they came in. they came from denver field office. i will see if i can get to that today. WDCX you are in a different part of the country so you might luck out and get one where some of what is redacted on mine might not be on your copy. if enough people from around the country do a FOIA request for those documents we might get different results and end up with a nearly complete manual without redactions.
