Sounds like a variable FM Transmitter to me ane that the Chinese person used translation software that really failed on him.
Perhaps in China there is a time limit on listening to FM which ends when the bell sounds.
If that's not it, I don't know what is.
It's good for anyone who wants to test their reading skill... if it never quite makes sense, you can read.
Most notable is the fact that Mr. Xu found Rich Powers, someone who would respond to the word "transmitter".
With all those power choices this might be the transmitter the Initiative is looking for.
I think what the text is saying is that it's a transmitter that will store songs.
I have an old Landmark FCC & Industry Canada certified transmitter that will transmit the contents of a built-in music CD player. I've often wondered why modern day transmitters don't build in an SD card or USB interface to do the same thing. Perhaps this one has it (or it has built-in storage).
The Nautel VS300 transmitter at our LPFM has just that. You plug your jump drive into the USB slot of the transmitter and using the built in player, setup a playlist. It can even jump playlists on a schedule and stream audio direct off the network.
This is used primarily as a backup audio source should the main program be interrupted.
It's a smart transmitter...
I was more referring to Part 15 transmitters (although the one referenced in the original post definitely isn't Part 15).
I was simply pointing out the fact that it can be done, Part 15 or other if they want to.
Someone will probably write some code for one of those pocket computers (Raspberry, etc.) and package it with a Part 15 transmitter.
Like a device with an embeded processor, it'll be able to do all wonderous things for not too much more money.
