Not sure how this will effect the part 15 crowd since I haven't really read the entire report, but here it is:

I think it deals mainly with FM rigs. Many of the devices that XM and Sirius use to put their service in FM radio exceed limits. The NAB has been looking for something to bust them on in a long time.
As for Am, I don't think it will have much of an effect.
