I have purchased a 1 watt Fm transmitter from China and had no problem receiving it. Wanted a adjustable unit and it starts at .1 watts and goes to 1 watt on the FM band. Have used this for antenna testing and field strength.
Ramsey sells a kit and assembled unit on Amazon com. The sale of non type approved transmitters is out of control and china is flooding the US market with these.
I have learned from my field testing that even the FM-25B transmitter on a gain antenna exceeds radiation standards for unlicensed service. my FM-25B is .02 watts and gives 1000uv 3 meters from dipole antenna.
In field tests transmitting .12 watts get only 100uv 400 ft from the dipole antenna even though it is producing 3000uv 3 meters from antenna.
I have read the FCC arrests and the transmitters were all emitting excessive RF. I think some in the 100 watt range.
Having a field strength meter and watt has really payed off.
Will any automobile exceed most speed limits? Sure will! They openly sell them every day! Speed limits are set for folks to follow and if ya don't, someone's gonna take some of yer money.. (And mebby some of yer freedom too!) And they sell you a product that's capable of breakin' the law.. Go figger..
They gotta bust a kit builder every now and then to justify themselves. Just like a speed cop. Same angle.. Different product..
They allow illegal China xmtrs to come over here so they can bust folks, plain and simple. The FCC could stop it if they "really" wanted to but like I said.. It's Easy Money!
Begin to pick and peck at what is shipped from overseas, you might as well just intercept every single shipment from anywhere anytime.
Not exactly a good way to have a world based economy.
But yes, if there is a way to create a cash cow, it will be created..under the guise of law or black market, they both want a bigger bottom line.
Has nothing to do with rules or specifications or spectral purity. Has everything to do with profit.

Instead of the speeder constantly getting speeding tickets saying "I take responsibility for my actions", they say instead "how much is the fine".
Well I don't know about anyone else but it does not take nuclear rocket science to figure that scam out.

What is the FCC's intent by disallowing the manufacture for sale of part 15 kits?
One reason might be to monopolize the chartered territory of transmitter certification, a revenue source for the FCC. That is a clear conflict of interest for the Commission, they shouldn't be able to shape the rules for their own benefit, but how naive can I be, since that's what governmental agencies do.
I also suspect that the greater licensed radio lobby wants low power success repressed at every small opportunity, the thinking behind much of the part 15 limitations on "intentional radiation."
I could be right. A lot of people would say "I could be wrong," but I prefer to put it my way.
The massive conflict I see is the FCC letting these licensed stations get away with murder and do so for years, even more than a decade.
I don't see a whole lot of sand pounding about that, just a lot of assuming that everyone is sitting on a 20 foot pole.
Pick and choose your favorite violator. Licensed stations exempt.

Someone who considered part 15 hobbyists to be absolute fools might hang around here taking occasional aim.
That is not to say that birds are fools.
In the rules there is a section on HOME MADE TRANSMITTERS not for sale. Is a KIT not a HOME MADE. The seller is supplying is a box of parts and instructions on construction. The buyer assumes the responsibility for proper operation. Over the years have seen actions by the FCC that are just plain dumb and I think because their field agents think they are radio gods.
a good example was a ham repeater on Mt Palomar, Ca that was sited for being off frequency and in ham radio can only be out of band. There was a big laugh over that one.
Getting transmitters from China EASY just got a 5w unit from ebay at a really low price. Going to use it for testing and not to get busted with. Was surprised how far I could hear it on dummy load.
It is interesting that a kit is in the safe territory of pre-construction.
I may have lost my reputation and become a fugitive when I no longer needed a fully-assembled kit transmitter and accepted a fair price for re-assigning its ownership.
Maybe I can still undo that violation by un-building that transmitter.
More than likely a statute of limitation has elapsed.
I don't have a 5kW transmitter for dummy-load tests, but I respect someone who does.
After listing to the Low Power hour this week I can tell you I now understand how to deal with the FCC 🙂
I find this Kit Building fine to be disgusting period.
And I would love to know who complained to the FCC about this kit builder.
Perhaps it would open some windows as to who is causing all of the issues with our Part 15 stations.

FCC sent me the Complaint and Documentation...

Regarding the above complaint which got the assembler of the kits by SSTran (Antique Radios) a fine by the FCC, I can provide a scan of the documents so all can see... Seems a manufacturer of certified AM transmitters was out to get SSTran into trouble including sending the SSTran website along with the PART15.us nodes to the FCC as evidence SSTRan was selling pre-built units... which of course is false.
A prominent certified transmitter manufacturer turned the guy in. the fcc found it just as disgusting but had a complaint and had to do their job. this is why he got the fine waived and users of this manufacturers certified transmitter get more scrutiny and harassment than users of other certified transmitters
Can I get a copy of the FCC Complaint ?
i have it somewhere. i will try to dig it up if someone doesn't beat me to it.
the FOIA complaint does not reveal the name of the company but i have a copy of the letter for those who want it. a search of part 15 us archives should reveal complainants name as i believe the originator of complaint outed himself in one of the threads possibly in this very thread.
