The line that stands out for me in the FCC's "Plan" is this one:
"...our ongoing commitment to addressing America’s growing demand for wireless broadband services..."
"America" in that use of the word is the almalgamated whole of all of us as a mass population. Despite claims by psyshologist C.G. Jung the "collective unconscious" (he never spoke of a "collective conscious") is only a metaphor and not a measurable quantity. The FCC must be using psychics or mediums to know what "America" is demanding.

American AM stations demand FM frequencies for their benefit.
America has more than one demand.
I think at this point we can all agree that part 15 is the least of the FCC's concerns. I do wish they would allow more field strength, but maybe if they would repack FM it could happen. Worse comes to worse part 15 FM broadcasters could be different from city to city and the extended broadcaster would have to be granted on a case by case scenario.
