Technically, Rich is right--Part 15 DOESN'T define/limit, etc. As Carl points out, that subject appears in other FCC regs, however, it is not specifically addressed in Part 15. So, when Rich says "Part 15 does not define/limit...." he is correct.
Many posts here seem to be nit-picking, which doesn't really add much to why many of us come to the site--to get info and perhaps pass some on. Rich may seem to some to being the conscience of hobby broadcasters, but I haven't seen any judgement on his part, but see lots of judgement when others refer to him.
For this site to be meaningful, this back and forth in-fighting really needs to stop.
While it would be wise to follow the technical standards for stereo from the cited part 73 documents so proper performance will be achieved with receivers designed for this, it is not a requirement of part 15.239 since any modulation method is permitted providing other technical limitations are met.
