Due to a large population of people, the frequency is too crowded and there is no room for Part 15.

Most "newbies" to Part 15 AM don't realize signal propagation changes at night. It sounds like there is a station on every frequency. But during the day, we all know it is quite a different story. Some folks are unfamiliar with the fact that a great number of licensed AM's in this country are daytime only stations; on a sunrise, off at sunset. And many of them are successful operations.
Two things strike me about his add on Ebay. One, the price on the transmitter is no deal for a used unit. Especially with no mounting brackets or accessories. Two, apparently he doesn't want anyone in New York or New Jersey to have this particular transmitter. Odd, don't you think?
But, one of the contemporary corner stones of marketing is to find the greater fool than I, then sell him what I have for more money than I paid for it. And that is a bargain.
Best of luck to him.

He also has the unit crystalled up for 1610, which is a very crowded TIS frequency.
