Based on many comments made in discussions here at part15.us and following enforcement trends, I have concluded that FM is no place for a serious Part 15 Broadcaster.
The radio industry and their private police force (fcc) are determined to crush free activities on the FM band.
I will be coming back in the weeks ahead with an announcement about the replacement technologies to be employed to replace our FM Studio Transmitter Link (STL).
FM was a great invention by Major Edwin Armstrong, but it is not being used to its advantage in delivering quality music, and is being abandoned by listeners and generally replaced by newer mediums.
Either me or someone will compile a summary of effective STL methods, which will not list FM radio as one method.

Enforcement seems to be in limited areas and where content is competitive or signal is way over power or really interfering with other signals.
95% of the land mass of the US seems to have no enforcement actions for AM or FM. I don't think Part15 and similar folks aren't in those areas.
Ideally the ALPB starts and enforcement tracker for actions against independent broadcasters doing unlicensed. Since FCC is rather skeleton crew, agents likely have large areas and their enforcement would impact people in a large area. So becoming compliant with that agent should be something someone does and others replicate.
