I have noticed this with WABC in New York.
Sean Hannity frequently steps on the pre-recorded legal ID announcement and you can barely hear the call sign and city.
Are they just so flush with cash the fines don't matter to them?
Just bored on a foggy Monday here in Baltimore!

lol... no... they are rarely fined for that.... in fact, when working for a station with a city of license that was undesirable, we used to pitch up that part and slow down the desirable part.... IE: WABC, mumble/ Newww Yorrrkk Citttyyy....

I covered a licensed station on the Low Power Hour that attempts to blur its hourly ID. The station's main nick name is HANK FM but its call letters are WANK.
I played their hour break on the show, and it is almost impossible to hear what is being said.

Seeing licensed stations get fined for talking over their legal ID's is comparable to one pebble of sand on a beach against the existing violations racking up into the hundreds of thousands of dollars..and like the Energizer bunny..they keep going and going and going...boom boom boom.
The little guys have priority though..ironic isn't it.
How about a station being on the air with no audio content whatsoever for over 6 months..no programs, no commercials, no station ID's!
How about 2 FM's running with no station ID's for over a month, with the other two floating like overdrawn checks over an extended weekend lasting 363 days!
It's a pity and shame to those who take great pains to abide by the rules while being tagged as violators for a few extra microvolts or a few extra inches facing down the barrels of automatic guns by swat teams in masks.
And I thought the worst risk in this stuff was leaving the soldering iron on.
Don't dare be holding a schematic in hand when they bust down your door...they might consider that as some kind of plans to an explosive device and pull the trigger.
Paranoia self destroyer.

LOL - rfb! funny stuff.... sad but true!
I also moonlight as a station voice. I have 33radio stations who use me now. I have definitely be asked to speed true unwanted calls & col's for a client. Even filtered an ramatically timesqueezed a few! On air they sound like "commercial.....(noise burst)... commercial"

Carl,
Which Low Power Hour is that? I'm curious, since I live within range of that station!
The station manager of that cluster's first name is Hank, which is why they gave that name to that station..their country station is the Wolf. I always thought the brandings should have been reversed!

That's kind of funny, since the Sean Hannity affiliate here is surely taking the same feed but runs a very clear 10 secord-ish legal ID! (They have more than one legal ID that rotate apparently.)

I scrolled through all the LPH shows and notice that my online documentation needs a lot of updating.
I am not sure which show has the HANK-FM feature, but maybe I'll figure it out, so check back every couple of hours for the next year.
