@mark Actually, it was illegal to use receivers tuned to the cellular frequencies in the U.S. when cell phone signals were analog.  I'm not sure if that law/rule was ever repealed.

I know you had read about it in Bill Bakers newsletter, but something not mentioned in his article is that it broadcast on 1710. But other article do:
