The field strength of any emission within the band 1.705-10.0 MHz shall not exceed 100 microvolts/meter at a distance of 30 meters. However, if the bandwidth of the emission is less than 10% of the center frequency, the field strength shall not exceed 15 microvolts/meter or (the bandwidth of the device in kHz) divided by (the center frequency of the device in MHz) microvolts/meter at a distance of 30 meters, whichever is the higher level. For the purposes of this section, bandwidth is determined at the points 6 dB down from the modulated carrier. The emission limits in this paragraph are based on measurement instrumentation employing an average detector. The provisions in § 15.35(b) for limiting peak emissions apply.

I've been doing all that for awhile and enjoy my signal on 1710 kHz, content in the knowledge that it is perfectly legal according to an average detector.

Other than the origional post, what is the purpose of this thread? Why should it remain?
Because many people like myself use to think that there should be no issue with 1710 Khz since all the Radio's that are new that I've seen will cover it.
Please note too that the crackdown on Pirate RAdio that is now on us all (See 8 more NOUO's ) I think it is wise to not push it!

The FCC issue doesn't affect operating a receiver on 1710 kHz, only a transmitter.
Receivers can tune to a LOT of frequencies where transmitting on them (legally) requires a station/operator license.

To keep America great we must share the obligation to monitor 1710 kHz and report any activity that is detected.
Even we who practice abstinence are all wide-eared when it comes to something like this.
It didn't occur to me before, but 1710 kHz is the ideal pirate frequency because it reaches both the AM outskirts and Showrtwave, almost amounting to two pirate stations in one.
We must be on guard against thoughts such as these and remember the Large Smiling Pai Face Poster on the wall and our part 15 vows.
