That stipulation is for BETS-1 only.
Theoretically, it doesn't apply for RSS210, as the CRTC is not involved.
You can see how complicated this can get.
I actually think my last post is the right way to think. Particularly since we have to use certified devices anyway. If you're using an RSS210 certified device, by definition you're not broadcasting.
