I'm willing to bet that in Canada 98% of the population doesn't know what BETS-1 or RSS-210 is, or knows that you can broadcast legally under these regulations.
And most likely in the USA it's similar.
About the same as if a landlord is knowingly letting someone operate a meth lab in their rental unit. They would need to prove that the landlord was aware of the illegal operating. Here's your key phrase “Parties that knowingly facilitate illegal broadcasting on their property are liable for fines of up to $2 million,”
As a landlord I have no idea what my renters may be doing in their homes. It would have to be proven that the property owner knew what was going on. That's pretty hard to do, since rarely do landlords enter the premises unless repairs are needed - and then we don't exactly search the entire residence - say, when fixing the furnace or a broken window.
