Just bumping this up. Sometimes you need to go back in time to make sense of current regulations. I think this 1992 document could be a good start.
I've been tempted to dive in myself to try and figure RSS210 rules, but I have so many half finished part 15 research topics on my plate now that makes it a bad idea for me to go veering off into another country. I am looking forward to seeing any progress Artisian (and anyone else) makes for explaining the rules.
