This story from the Hartford Courant is almost 20 years old, but it's the only part 15 AM pick-up truck station (1620AM) that I can recall hearing of. He had cobbled together the transmitter himself. You'll probably want to check out the whole article, but below are the key excerpts.
I kind of forgot about this, havent got around to trying to find what became of him yet..

"....Jacobson’s studio is a 1988 Ford Ranger pickup truck parked near the river outside Collinsville Canoe & Kayak. The transmitter and antenna are mounted on the pickup’s bed... ..Spread out on the seat, his equipment includes a portable disc player, a small cassette player, a microphone ... “You’re listening to Radio Collinsville — Collinsville’s first radio station,” Jacobson says into the mike....
... A mini radio station, Jacobson said, seemed like a cool project. “I found out it might be doable, so I decided to give it a try,” he said. Jacobson scouted start-up plans on the Internet and spent about $2,000 on equipment. He pays a fee to BMI, a music royalties broker, for access to about 6.5 million tunes... ... thinking about providing a more permanent location for Radio Collinsville."
Nice, but I couldn't see the article as the window kept popping up telling me I had to subscribe.
