Ok, this story is about the city dump pile getting so high that it blocking the signals from surrounding microwave towers leaving city officials unable to use their radios.
Well, if that landfill is that high --- it seems it would be an ideal place to install Part 15 AM transmitter, and gain height, thus extended range without extending your ground lead.
