I hate this. Some people do go outdoors in the winter and why can't we have an afternoon of daylight? What is wrong with just leaving it, the clocks, alone?
Ontario passed a bill doing just that but New York State and Quebec have to follow or it can't be done.

Saskatchewan in Canada permanently is on Central Standard Time. The industry there is mostly agriculture, and cows requiring milking don't understand DST.
