Just fooling around here, so bear with me a second and give a quick read of this list advantages that Part 15 Stations have:
1 No Ongoing Equipment Costs
A Part 15 Radio Station is effectively an appliance for which there is very little, if any, ongoing or annual cost to operate, maintain that requires no license.
2 No Middleman
Part 15 Radio Stations are used to communicate directly to the public without the budgetary costs, reliability concerns and access issues introduced by a third-party carrier such as the telephone company, internet provider or a broadcast radio/TV station.
3 No Special Device
Citizens typically utilize a standard automobile radio receiver to hear the programming. There is nothing that they need to purchase to gain access to the broadcast.
4 No Electricity = No Problem
Most Part 15 Stations and the radios that receive them can operate on batteries. When grid power goes down, this method of communication is designed to be “up.”
5 No Obsolescence
Conventional radio technology has been a mainstay for almost 100 years and will not soon be superseded or made obsolete.
6 No Visual Limitation
The medium of radio is an ideal way to present your programming to the public without distraction and in a way difficult to match with text messages or other strictly visual media.
7 No Physical Constraints
Part 15 Radio Stations may be at fixed locations or portable. Or both fixed and portable. Portability allows a part 15 radio service to easily move locations, to tailor its presence and area of coverage to the emergency at hand.
8 Programming Redundancy
Today's Part 15 Station have options to operate in a network environment as a means of extending range or remotely maintaining control of the broadcast.
9 StreamCASTing
Many Part 15 station operators also stream the signal to smartphones, serving as a backup reception method as well as a means to reach those not presently in range due to evacuation.

Yes we do have advantages, in addition, especially being able to program what we want, not having to bow to advertisers. We can do what most others can't. Able to do it from any location which was mentioned, yes we can have back up power for when the power goes out but so do the commercial stations as they are on when the power goes out.
@mark That's what I was thinking while reading the actual ISS list, most of it also applies equally to part 15 stations. Not that should be so surprising considering TIS had been modeled directly from the original Part 15.219 outdoor installs over 50 years ago. Their essentially the same as thing. It's advantage is more power, our advantage, as you point out, is no restrictions on content.
