Look at this picture. The metal fence on the right is the Canada US border. The road and houses on the other side is the USA and the townhomes on the right of the fence is Canada.
I could broadcast with a Decade MS-100 with our allowed power and get the signal to the USA and the FCC couldn't do a thing about it!
