It's not so creepy really but is kinda nda cool. In the comments they are trying to figure out what it's a recording of, they already determined the playback was too slow. The best option explanation of what and where it had been recorded was at a public zoo near a train track.
On a side note, the first "Travelers Information Station" used such a wire Recorder/Player (not this specific model) for it's broadcast and playback, developed by William Halstead in 1939 and put in operation on the George Washington Bridge for the entire duration of the 1940 New York Worlds Fair.
