This non sense mandate will fail...Already objections filed against it or will be shortly...
There doesn't seem to be any justification for this meddling in a broadcast stations business.
At a TV station where I worked as an announcer the announcers and engineers were required to fill out 'discrepancy reports' which made note of any departure from the official schedule & log maintained as a normal part of a day's operation, but all this record keeping was for the benefit of internal station management to make sure everything that got broadcast was the same as what was scheduled. If I accidentally sneezed on air I guess I would have needed to report it, but I had a 'cough switch' which I would have used to conceal the sneeze.
Despite all the nit-picky stuff, being on the air was glamorous in our own minds. We even wore suits to work.
By the way, for the purposes of this thread, NORS stands for Network Outage Reporting System.
